PAT Testing (Portable Appliance Testing) – Safety for Tenants and Employees

Electricity kills and injures people; around 1000 electrical accidents at work are reported to HSE each year and about 25 people die of their injuries

A recent case from Health and Safety Executive’s website:


A worker received a 240 Volt electric shock whilst using a pressure water washing machine. An investigation found the company had failed to: a) maintain the washer nd b) provide a safe systems of work.

Action: The company was prosecuted under The Factories Act 1961 (except section 135), Section 137, Sub Section 1, The Electricity at Work Regulations 1989 (No 4) paragraph 2, and The Electricity at Work Regulations 1989 (No 4) paragraph 1, and fined.

Employers Legal Obligations:


All work equipment should be regularly checked and regularly tested to ensure it is safe to use.
In general, equipment used in harsh environments such as building sites or outdoors will need more regular testing than equipment used in an office environment.

Landlords Legal Obligations:


If a landlord provides any electrical appliances as part of a tenancy, the Electrical Equipment (Safety) Regulations require him or her to ensure that the appliances are safe when first supplied. Landlord is also required to make sure Portable Appliances such as kettles, fridges and washing machines are also safe or ongoing use.

PAT testing involves:

  • Visual inspection
    • Checking that there are no cuts or abrasions in the cable covering (shealth)
    • The plug has no cracked casing or bent pins
    • There are no loose parts or screws
    • There are no signs of burning
    • Checking that no parts of the appliance is damaged
  • Technical testing
    • Earth Continuity Test
    • Insulation Resistance Test
    • Load Test
    • Earth Leakage Test
    • Touch Current Test
    • Polarity Test

Frequency of PAT testing

Annual PAT testing of these portable appliances will identify any risks or hazards and ensure the portable appliances are safe for ongoing use.
